Public Law

Amy acts in judicial review claims across a wide spectrum. Amy was a member of the Attorney General’s panels of Counsel (A, B and C) from 2009 until she took silk, representing and advising numerous public authorities. Her experience encompasses public authority decision making in regulatory, disciplinary, animal welfare, tax, duties, policing and prisons decisions, those concerning inquiries and reviews, and those with a criminal law context. Amy also has a wealth of experience in judicial review injunction matters.

Recognised for her public law in the tax field, Chambers and Partners has described Amy as a “skilled junior with a strong public law and indirect tax practice” (Indirect Tax). Cases include litigation arising out of HMRC’s Alcohol Wholesalers Registration Scheme, and advisory work around powers and duties in the areas of indirect taxes and duties.

Also noted by Chambers and Partners, Amy deals with judicial review challenges to the decisions of inquiry chairs – including those which have arisen in the course of the Undercover Policing Inquiry.

  • R (oao Jarrett) v CPS, Secretary of State for the Environment, Food and Rural Affairs and the Food Standards Agency [2025] EWHC 1674: Successful for SSEFRA concerning powers to prosecute animal welfare matters under a complex regulatory scheme.
  • Moss v Royal Borough of Kingston Upon Thames [2021] EWHC 1032Successful for claimant in judicial review against local authority in respect of information and disclosure rights.
  • R (Da Silva) v Chairman of UCPI [2019] EWHC 426 (Admin): challenges to Chair’s anonymity decisions.
  • OWD Ltd and another v HMRC [2019] UKSC 30: Successful in the Supreme Court on case concerning the Alcohol Wholesalers Registration Scheme managed by HMRC.
  • R (oao X Ltd & Y Ltd; ABC Ltd) v HMRC [2017]: Court of Appeal consideration of the correct approach to injunctive relief in cases where there is dedicated appeal scheme before the Tribunal which does not provide for suspensive relief.
