Christian Howells is representing the claimant in a series of legal challenges in R (John Connolly) v Northamptonshire County Council [2018] EWHC 2178 (Admin).

The Council decided to close 21 libraries as part of its 2018/19 budget due to being told that its budget would otherwise be unlawful due to financial pressures on the Council, which have been widely reported, as featured by the BBC.

On 14th August 2018, Mrs Justice Yip found that the change in decision from the implementation of community libraries to closure was not properly thought through and breached the Council’s statutory duties. It was a rushed decision in light of the statutory warning given to the Council in relation to its unlawful overspend.
