Samuel Talalay joined Chambers as a pupil in October 2025.
Samuel previously worked as a civil servant at the Ministry of Justice (MoJ). As Parliamentary Clerk, he led a team responsible for delivering all MoJ parliamentary business except primary legislation. He then moved into constitutional and judicial policy, focusing in particular on the Constitutional Reform Act 2005 and the limits on the operational powers of the office of Lord Chancellor.
Before joining the MoJ, Samuel spent 16 months seconded to the Ecole nationale d’administration in Strasbourg, where he studied alongside French senior civil servants. This included a four-month internship at the European Court of Human Rights.
