Dominic Ruck Keene is an experienced specialist practitioner in the fields of inquests, personal injury and clinical negligence. He also has significant complimentary expertise in employment and equality law, and cases engaging Articles 2 and 3 ECHR.

As a longstanding member of the Attorney General’s Panels (A Panel since 2024), Dominic is regularly instructed by a number of different departments in some of the most complex Government cases involving a wide spectrum of different areas of law. These cases frequently involve overlapping issues of tort, human rights and/or employment law.

Dominic has a particular interest and expertise in all cases involving service personnel having served in the Regular Army and Army Reserves since 2006, including on operations in Afghanistan. As a part time Reservist Lt Colonel he will take command of Oxford University Officer Training Corps in December 2025.

Of particular relevance to his inquest, personal injury and employment practices, his military service makes Dominic one of the few barristers to have significant personal experience of people management, and of the assessment and mitigation of risk in a health and safety context.

Dominic graduated from Oxford University with a double First in Modern History, and subsequently completed a part time Masters in Modern War at King’s College London while serving in the Army. He was awarded a Distinction in his law conversion course at City University.
