Local Government & Police Law

Chambers has long experience of representing Local Authorities and the police in a wide range of matters. We have had, for many years, particularly strong links with the Metropolitan and Sussex Police. 

1COR pioneered Best Value agreements with Local Authorities and currently have "preferred set" status with several of them. 
Administrative Law and Judicial Review

We have an excellent reputation in the fields of Administrative Law and Judicial Review including extensive experience in mental health, community care, environment, and education.


We have wide experience of coronial law, appearing in inquests as well as claims for judicial review of coroners' decisions. We have represented Local Authorities at inquests and have appeared in some of the leading cases in the field.

Inquiries and Planning

We have been involved in numerous major infrastructure and road inquiries as well as Unitary Development Plans , local planning, food and non-food retail inquiries and the conversion of town centre retail space to residential use. We advise regularly on flood risk issues in respect of proposed developments. We also regularly act in traveller enforcement cases.

Property and Housing Law

We advise Local Authorities and Housing Associations on all aspects of their commercial and residential property portfolios, including business and residential tenancies as well as restrictive covenants and easements. We regularly represent them in the courts and Lands Tribunal - significant cases include Brighton & Hove City Council v Collinson [2004] 28 E.G. 178 and Brighton & Hove City Council v Hann & Others [2009]. 

We also regularly act for Authorities and Associations in housing and homelessness-related matters with particular expertise in cases of anti-social behaviour and sensitive cases involving people with disabilities.

Environmental Law

We have significant experience in this specialist area from cases in the Magistrates Court to the House of Lords and the ECJ.  We act regularly for Local Authorities and the Environment Agency. Eleven members of Chambers are contributing authors to the second edition of Burnett-Hall on Environmental Law (2008), reflecting our expertise in water, waste, environmental permitting, statutory nuisance, conservation, civil liability and public law. Recent cases include: Bontoft v East Lindsay District Council (2008) (noise nuisance – refuse lorries); R (Baker) v Bath and North East Somerset County Council (2009) (EIA Regulations and compatibility with EC law); R (Thames Water) (2008) (escaped sewage waste). We were instructed in both of the two major Part IIA contaminated land cases (Sevenoaks and Sandridge).

Freedom of Information and Environmental Information Regulations

Chambers has a specialist group who deal with Freedom of Information and Environmental Information problems and regularly lecture on this topic.


We are regularly instructed in cases of special educational needs (in SENDIST and on appeal) and judicial review – especially as to school discipline.

Employment & Equalities and Police Discipline

We have particular expertise appearing for Local Authorities in the ET, EAT and the Court of Appeal and have been involved in major cases concerning the liability of councillors and Monitoring Officers. In addition, we advise regularly and appear in cases concerning equality duties and discrimination in the provision of goods and services and have lectured widely on the subject – including to Chief Officers.  We also have a long history of appearing for and advising Police Forces in cases concerning discipline and discrimination.

General Civil Litigation

As a long established general common law set, Chambers has experience in all aspects of general civil litigation from personal injury through to professional negligence and contractual disputes. We act for Local Authorities and others in damages actions arising from escaping methane, and conducted a major arbitration for a Local Authority against contractors in respect of landfill construction.

Social & Community Care Law

We are regularly instructed in Social and Community Law cases for Local Authorities and Primary Care Trusts where there are questions of overlapping duties. Chambers also has significant expertise in mental health law and the overlap between Health Service and Local Authority responsibilities. Recent cases include: K v. North and West London MHRT and Kensington and Chelsea Borough Council [2008] EWHC 1217.

Licensing Law

We undertake liquor, taxi, firearms and explosives licensing cases including appeals and judicial review especially in cases involving human rights implications and costs.

Criminal Litigation, Anti-Social Behaviour and Injunctions

Members of Chambers appeared in many of the landmark cases concerning ASBOs and Sex Offender Orders. In addition, a specialist team based in Brighton has considerable experience prosecuting trading standards and other criminal cases for Local Authorities.

We have a large specialist team based  in Brighton which covers both fields and has substantial experience in cases with concurrent criminal proceedings and an international element -
